Pixia is the English version of a popular Japanese painting and retouching software for full color graphics by Isao Maruoka.
It is free software, which has layer, mask, transparency channel, various filters and has many other graphic editing tools. It also has good photo retouching functions, which are good for photographic editors.
You can use your own customized brush tips and even use an image file as a brush tip to create unique effects. 
It is very convenient and useful for computer graphic beginners as well as experts. A complete help file can also be download.
