User Picture Tuner is a small, standalone application for Windows 7. With it, you can change transition animations between icons in Start Menu - delay before the animation, fade in and fade out delay or completely disable the animation.



You can also change the frame of user picture. The application includes some frames that you can use to replace the current frame. Just select one and apply settings. You can restore the default user frame by clicking the "restore" button.

To use “User Picture Tuner”, download and run it as administrator, then make changes that you would like. After all operations, Windows Explorer will be restarted.
