The idea behind the Microsoft Fix it Solution Center is to automate the steps in Microsoft Knowledge Base (KB) articles and Windows Error Reporting (WER) solutions so you can click a button and have the issue resolved. Generally speaking, Meta refresh is a method used by some websites to instruct a web browser to automatically refresh/redirect the current web page after a given time interval.
