Pault is such a simple password manager for Windows. It encrypts your usernames and passwords using the AES encryption algorithm and runs with minimal user permissions for better security.
Pault stores your passwords in a single encrypted text file and cannot be opened by a master password. Moreover, only Pault can read this text file, so it protects your passwords against brute force decryption methods.
Though, Pault is very simple to use and USB portable, feature wise it is far behind some other password managers. But, it is most secure, because it uses AES encryption and runs with minimal user permissions, means it is not able to connect to the internet in any way.
To use this tool, run it, enter a master password. Then click ‘Add New’ option and add password and user name or email address. You can add any number of passwords and user names.

Personally I prefer Locknote. A single self encrypting file with no .NET dependency.

While this has a bit more features, but Locknote is very usefl and works everywhere so far.
